Admin panel showing but set to false in adminops.xml

Hi,

In my adminops.xml file I have <admpanel>false</admpanel> set for admin and operator, but it still shows for them.

Is this overwritten somewhere else?

Also admins can kick/ban etc masteradmin, using /admin commands. Is this normal?

I tried using google and the search function, but I'm struggling to find the answers.
