Check xaseco/plugins.xml if you have set the correct plugin name or if the plugin exists at plugins folder.

plugin.custom_tracktime.php is here
/home/tm/waker/xaseco/plugins
added this "custom_tracktimes.sql" to our existing Database
added <plugin>plugin.custom_timelimit.php</plugin>
to the plugins.xml and it still not work.

i figured it out now i got this problem

to answer your question, yes flextime with customtimes is the only plugin that does not work for me.

offtopic i am also looking for a scrim plugin .. the one i found does not work for me, if you can help me with that also, i appreciate it very much.

Why you anyway want to use custom_tracktime when you have flexitime where this feature is already included?
Thats why you can't start both plugins together.
Just remove the plugin custom_tracktime or flexitime BUT ... make sure you don't delete the db table.
Flexitime or Custom TA still requires the db table

If you want to use the custom_time (/timeset) feature you will need to make sure your database has the appropriate table. See Custom TA Timelimit.
