Flicks/Accents?

Hi all. I'm just wondering if anyone knows how to get that accent/flick that alot of clans and users have in their nick (ै) I just copied and pasted someone elses so I could show you. Also, how do you colour it individually from the letter underneath the accent?

Can anyone help me please? I barely understand it. It would be very nice if someone could make me a nice name with MrSilVid in it and like the smiley face "=)" in it like some people use it would be much appreciated!
