Could not establish a UDP connection

I posted this under Servermania, but i guess nobody looks in there much.

I got my server setup. People can Join it, I can join it. But im getting this error.

When i connect Locally (party play/lan) i do not get this error. When i getting though the outside "internet play" as well as when my friends try to join, they get this error. It still lets them in, but they keep getting the error. It seems to be preventing custom car/pain downloads, tho im not sure what else its stopping.

I have all the ports open that should be open, unless there is a hidden port that isn't clear that i should have open..

Can anyone help me clear this error?

Ports im using are 2355 & 3455

On most routers you have to open 4 ports:
TCP 2355
UDP 2355
TCP 3455
UDP 3455

Maybe you have only opened the 2 TCP ports?

2355 is 2350 by default and 3455 is also 3450 by default.

Nope, both sides are open.. Both UDP and TCP, thats why its so baffling.
