You want to create an effect like that for your personal Carskin?
Here is how to do it.

All you need is Photoshop and the "dds-Plugin".
After you installed the Plugin correctly start Photoshop and open any diffuse.dds you'd like to modificate.

1.) Check "Load Mip maps".

2.) That's the Layout you get with Mip maps loaded

I colorized every Mip map in a different color for a better understanding.

3.) Every Mip map is reduzed at half in with and high.
Image

4.) You also can repaint every single alpha channel of each MipMap.
Image

5.) At least you just have to save with All existing MipMaps!
Image

6.) Replace the dds file in your carzip.

preliminary findings:
As smaller the Mip maps, as more distance is needed for it, to be displayed.
If you start with a 2048x2048 Pixel diffuse.dds, you will have 12 Mipmaps.
2048x2048 >>>> Very short distance
1024x1024
512x512
256x256
128x128
64x64
32x32 >>>> far distance
16x16
8x8
4x4
2x2
1x1

I feel like it doesn't make sense to modificate any Mip map smaller than 32x32 Pixel.
Modifications tested at Dirtfiles, Details and Illum.
Can be done for all DXT5 Level DDS files.
Can also be used in Mods!!!

Could i be able to do this in DXTbmp or paint.net? because i dont have PS and really want to do this myself anytime.

There could be one problem.

You need a file format which can handle mip-maps.

So the programm with which you create this effect, must be able to do this.

e.g. BMP, JPG, PNG, ... are pure grafics without mip-maps

okay, i got gimp it can edit mipmaps, but now i have another problem. when i go to save it, it says it cant save because the sizes are all different, because gimp loads the mipmaps into the image layers. how can i fix this?

You should be a little more friedly.

I don't think rumpelbude will make it just because you want it.
And most important.
I think rumpelbude as one of TMs most famous people, wont give you a downloadlink for a program which is such as expensive as photoshop.

You should think about what amount of work is behind such toturials.
Keep it in mind before requesting something
