no, kb/s and kbps is same, bits in both cases, when it's bytes the B is uppercase (which was wrongly the case in older dedicated config example) ;)

With good adsl (~700-800 kbps), you reach the limit in Rounds mode at about 14 players... at least when you keep the default rates in the dedicated config file. Actually i never use a dedicated on adsl except for tests with max 4-5 players, so i cant really test that again.

well, i have had a server with 40+ people on it on an 8mbps connection, with 1mbps upload capabilities, and i had no trouble, so that connection should easily handle 20. Perhaps business class service from bellsouth, granted thats usually a lot more expensive, but you have a lot more room to complain and make them fix this kind of thing if there is trouble. Also, is cable available in your area? if so, its probably faster and would probably be better, although again probably more expensive.

you can also try this http://broadband.mpi-sws.mpg.de/transparency/

this will let you know if your isp is limiting your p2p settings and if they are, call them on it, unless they specifically say they are going to limit p2p in their Terms of Service.

when i was hosting on a local machine, I had the same issues, could only get a Max of 10 people before lag started, and my connection is about 20% better on the download than yours and I have a 3mbps upload. The bastard isp re-wrote their TOS and basically they are now blocking most p2p connections. Hopefully P4P will be coming available soon and ISP's will be able to differentiate from games and torrents.

i would go to dsl reports to fix that one, the big item though is that your p2p ports are not being blocked, so that is not your issue. I can say that if you do have p2p enabled on your server, your going to max out between 8-10 players, just like you are currently. was the same with my servers, both nations and forerver, now if you disable p2p, then you can get alot more people on as the server wont act as a hub transferring skins etc, just most will appear in there default cars.

Thanks for all your help...I have improvement we made it to 13 ppl at same time
I kept wishing for more to join , to see how far we could go...I have done all that the above posts have suggested,, i think we may be getting somewhere

but that upstream queue really sounds like a problem.
haven't heard of that term before, but a quick search suggests it's a buffer that holds data to be sent. so if you start uploading lots of data (aka lots of people on your server), the queue gets filled more, and your data can start to have a huge delay! (up to 12s, which is an eternity for computers)
either it's some misconfiguration somewhere, or an easy way to **** up things like making gameservers on that connection
as much as the trackmanias may rule, carmageddon 1 & 2 are still the best games ever :D
